Project Background
Under the “dual carbon” and energy efficiency policies, stricter energy-saving regulations have emerged, intensifying pressure on legacy data centers to undergo energy retrofits. Located in Shenzhen, Guangdong, the Tongle IDC, operated by China Unicom Shenzhen Branch, spans over 10,000 square meters and houses more than 1,000 cabinets, making it a key IDC in the region.

Having operated for over a decade, Tongle IDC faces aging infrastructure, poor energy efficiency, and a PUE approaching 1.8, resulting in mounting energy cost pressures. With cabinet power density below 3kW, the facility struggles to meet growing business demands and competition. To address these issues, Shenzhen Unicom initiated an energy retrofit project, targeting a reduced PUE of 1.3 while ensuring uninterrupted operations during the upgrade.
